Title Energy Efficiency Engineer

Job Description Provides engineering expertise to the Project Delivery group and develops engineering solutions in support of business development for energy efficiency projects. Supports Federal design/build energy efficiency and distributed generation contracts.
o Develops technical scope of work documents, engineering studies and RFPs for architectural, engineering, and design/build firms to be subcontracted to WGLE Systems.
o Reviews all subcontractor proposals for technical accuracy, constructability and completeness.
o Participates in the negotiation with and selection of subcontracted architectural, engineering, and design/build firms.
o Supports the development of comprehesive commissioning and measurement and verification plans for systems and components.
o Performs construction quality control inspections of installed energy efficienct improvements throughout the project lifecycle.
o Reviews documents developed by subconsultants to assure conformance with WGL Energy Systems quality standards and customer requirements.
o Provides project management support on assigned projects as directed by Manager of Engineering and/or Senior Engineer.
o Develops punchlists for project closeout as directed.
o Conducts site visits to evaluate existing conditions and
energy conservation measures to determine potential technical scope and feasibility.
o Reviews facility documentation for impact of repair and new work recommendations and evaluates existing facility energy use to determine basis for system comparison.
o Participates in meetings with owners and operators to discuss proposed facility improvements.
o Performs energy evaluations of equipment, systems and building components and maintains current knowledge of, and use trends in, energy utilization and conservation efforts.
o Determines system and equipment requirements, follows ASHRAE methods in developing HVAC requirements and follows NEC requirements for design of electrical systems.
o Determines plumbing, mechanical, electrical, fire, building and energy code requirements applicable to projects.
o Researches and recommends economical equipment or operation of systems.
o Analyzes proposed energy conservation measures, facility utility bills, equipment costs and impact of changes necessary to implement solutions.
o Prepares project proposals for system improvement recommendations; develops technical description of work, equipment selections, system layout, probable energy savings, pricing, coordination with contractors for installation costs, and timeline of expected construction.
o Determines life cycle costs of options to justify recommendations for system selection.
o Supports the preparation of comprehesive work plans for project and client initiatives.
o Prepares fee development forms to determine turn key costs for all projects.
o Provides engineering support to Senior Engineers and Project Managers throughout the design and construction of projects.
Requirements:
o B. S. in Electrical or Mechanical Engineering.
o C.E.M. certification preferred.
o A minimum of 7 years of experience in mechanical or electrical engineering design and project management.
o Experience with design/build process related to commercial, industrial or Federal building construction projects.
o Diversified background in design, renovation and construction of mechanical and electrical systems, including the ability to evaluate existing systems, provide recommendations, perform engineering calculations and develop system designs.
o Current EIT certification or master's degree.
o PE registration in VA, DC or MD preferred.
o Without an EIT certification, must obtain within a year of hire date and then obtain PE registration soon after.
o Demonstrated working knowledge of currrent construction codes for mechanical and electical systems.
o Demonstrated working knowledge of current energy standards.
o Familiarity with CHP and renewable energy technologies such as solar PV and fuel cells preferred.
o Demonstrated working knowledge of NIST Building Life Cycle Cost analysis.
o Ability to pass security background investigations as required for Federal projects; includes United States citizenship.
o Proven ability to use computer software and applications, including Microsoft Office applications such as Excel, Word, and Project, as well as Adobe Acrobat, to share, retrieve, research and present business information.
o Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, subordinates, and peers.
o Demonstrated ability to analyze and interpret data, and to identify relevant issues in solving business problems.
o Demonstrated ability to present ideas logically and concisely to diverse audiences at all organizational levels, both verbally and in writing.
o Excellent interpersonal, verbal and written communication skills.
o Demonstrated abilty to work independently with minimal direct supervision and act as a professional representative of WGL Energy Systems.
o Ability to independently travel to project sites as needed.
